Ever since the hiatuses first started, I've thought that it was because ABC hadn't expected Lost to be such a huge and immediate hit and therefore hadn't ordered enough episodes. The hiatuses are so they can write/film/edit new eps.
Interestingly, my theory has apparently been confirmed, as the actress who plays Sun (I can't remember her name for the life of me) has said that they (the cast) are getting the scripts less than a month before that episode airs.
that isn't particularly rare. A few weeks ago EW ran a story about writers and how as the season winds through, they are constantly writing the episodes at breakneck speed. 24 especially is tight, the writers complains/brags that he has no idea how the season will end until he halfway through the airing of the episodes. I don't think any network buys more than 13 episodes the first year, they always want the opportunity to end it at 13 if things go wrong.
I once wanted to work on a series, but its horrid. writing for 2 days, table reading for a day, rehearsal one day, and shoot the last day. Its ridiculous and fun, but you are always being handed pages in different colors to mark the drafts.
In this case it seemed really cruel. After last weeks episode we got scenes from new episodes, so everyone I know assumed new episode this week.. alas, it was a ruse.

And yeah, although the radio ads around here were using sound clips from "Special" the way they were editted made it sound new and exciting. At least it's one of them.
