The thing is (and if they hadn't been on Survivor already, I'm not even sure if they'd know enough to do it) that Rob has learned that this behavior entertains the hell out of half of the audience and makes him a villain to other half. Either way, he's memorable, which with reality TV is the hook you're looking for.
Not only that, but in a way, I understand their behavior perfectly. I mean, imagine you were going on the show, and before you ever showed up, every single team already hated you and wanted you off the air, and not just at a normal level. You could either let their reactions feed a constant string of fights or just be amused by it. I mean, look at the way they treat the teams that are left:
Lynn and Alex -- Are constantly bitching about them and their gameplay, and have already been confrontational about it. So Rob is reflexively confrontational right back.
Ron and Kelly -- Is currently their best competition, unfortunately. Rob reverts to his snide (although warranted) little comments about Kelly.
Uchenna and Joyce -- Are not really paying attention to them as anything other than just some more competition. Rob lets them slide.
Meredith and Gretchen -- The same as with Uchenna and Joyce, although we never did see their reaction to Rob not giving them money. Rob believes (just like the audience does, for the most part) that they're going to get eliminated any minute now, and therefore doesn't see the point in giving them money or wasting time talking about them.
To be honest, it's almost as if Rob waits for his smarmiest behavior to be warranted before he whips it out. Is it nice? Not really, when he gets down to it. When it gets really bad, though, he points it right at whoever it is who's been coming after him or who's a seriously weak competitor and lets it fly. And we've seen other teams express the same behavior in the past with half of the condemnation for it.

The only reason Gretchen's voice bothers me is when she starts to whine, because then it reminds me of my grandmother yelling at me and ARGHSHUTUPNOWTHX.
